He was Mexico’s Secretary of Health from 2000 to 2006, a period during which the foundations were laid for universal coverage of social health protection with the creation of Seguro Popular, which expanded access to quality services and financial protection for more than 55 million people previously excluded from social security.
Between 2007 and 2008, he served as Senior Fellow in the global health program of the Bill & Melinda Gates Foundation, where he provided advice on strategies and programs. During the same period he also served as Executive Chairman of the Carso Health Institute, a new philanthropic organization dedicated to stimulating innovation in Latin American health systems.
He is a member of the National Academy of Medicine of Mexico, the National Academy of Medicine of the United States and the American Academy of Arts and Sciences, in addition to 10 other scientific and professional associations.

To date, PAHO-OAS scholarships have been awarded to 183 students from 22 countries in the Americas to support master’s and doctoral level studies at universities in Mexico and Brazil. The new round of applications for the scholarships will open on March 15 for Mexican universities, and tentatively on May 16 for Brazilian universities.

Comprised of six schools and two colleges, Barry University has more than 7,000 students, a main campus of 54 buildings, a branch campus in Tallahassee, a law school in Orlando, and 50,000 alumni.[5] Barry College was founded as an undergraduate university in 1955.
Barry College was founded as a women’s college by a pair of brothers: the Reverend Patrick Barry, Bishop of St. Augustine, and his sister, Reverend Mother Mary Gerald Barry, OP, then prioress of Adrian Dominican Sisters.[6] Construction of what was then Barry College for Women began in 1940, on what had previously been «an expanse of tropical vegetation.»[3] The vacant lot soon became the main campus in Miami Shores, Florida. The original campus consisted of five buildings. Mother Barry served as president of the institution in the period 1940-1961.[5] The campus was built on the grounds of the Miami Shores, Florida campus.
