At least 19 states offer in-state college tuition to undocumented students, including Texas, Florida and Arkansas. The proposal is an opportunity to improve the economy for everyone in Arizona, academics and politicians say.
But it would be a seismic shift in Arizona, a state that former President Donald Trump chose as a model for communicating his anti-immigrant policies. The state where SB1070, recognized as a political action to criminalize the presence of immigrants, was born and went into effect in 2010.
