«All must turn to the Most Holy Book,» declares ‘Abdu’l-Bahá in His Will and Testament, «and whatever is not expressly noted therein must be referred to the Universal House of Justice.»

To ensure the preservation of the Sacred Texts and safeguard their inviolability; to analyze, classify and coordinate the Scriptures; and to defend and protect the Cause of God and emancipate it from the crickets of reproof and persecution;

To statute laws and ordinances not expressly noted in the Sacred Texts; to abrogate, according to the changes and requirements of each age, its own provisions; to deliberate and decide upon all problems which have caused differences; to elucidate questions which are obscure; to safeguard the personal rights, liberty and initiative of individuals; and to give attention to the preservation of human honor, the development of countries and to the stability of states;

The Universal House of Justice is the supreme institution of an Administrative Order whose salient characteristics, authority and principles of action are clearly enunciated in the Holy Scriptures of the Bahá’í Faith and their authoritative interpretations. This Administrative Order consists, on the one hand, of a series of elected councils, at the universal, secondary and local levels, vested with legislative, executive and judicial powers over the Bahá’í community and, on the other hand, of eminent and devout believers appointed for specific purposes of protection and propagation of the Faith of Bahá’u’lláh under the guidance of the Head of the Faith.

Bahá’ís use

There are more than five million Bahá’ís in the world. The Bahá’í Faith has been established in virtually every country and in many overseas territories and departments. Bahá’ís reside in more than 100,000 localities. About 2,100 indigenous tribes, races and ethnic groups are represented in the Bahá’í community.

Its founder, Bahá’u’lláh (1817-1892) is considered by the Bahá’ís as the most recent in the chain of Messengers of God that extends far beyond what history remembers and that includes Abraham, Krishna, Moses, Zoroaster, Buddha, Christ and Muhammad.

The central idea of Bahá’u’lláh’s message is that humanity is one race and that the day has come for its unification in a global society. Bahá’u’lláh said that God has set in motion historical forces that are breaking down traditional barriers of race, class, creed and nation and that in time they will create a universal civilization that will achieve peace among all nations.
