The neoliberal paradigm seeks to establish a system that reduces the power of the State and leaves the administration of resources in the hands of the market. That is, an entity considered by this creed as more efficient, fairer and less corrupt than the State (Hayek, 1944; 1980; 1983; 1993; Moulian and Vergara, 1981; Vergara, 1985). In this sense, this paradigm criticizes the centralized planning system and judges such a system as totalitarian (Hayek, 1944; 1980). Thus, it is interesting to evaluate to what extent traditional technocracy, which has promoted a political system based on an administrative state run by experts who seek to centralize power, can coincide with a paradigm that seeks to reduce the power of the state and those who run it.

The criticism that neoliberal thought makes of the centralized planning system is that all attempts to know, plan and intervene in society through our human reason are inefficient (Hayek, 1944; 1983). In order to efficiently manage resources and adequately plan a society, human beings would need to have a higher cognitive capacity than what is available to them. Therefore, any attempt to know the social facts and intervene in them is an illusion that we must avoid if what is sought is to optimize the administration of resources (Hayek, 1944; 1983). Marshall Field’s (officially Marshall Field & Company) was a Chicago, Illinois department store that grew into a chain of stores before being acquired by Macy’s, Inc. in 2005.

Its former headquarters, in the Marshall Field and Company Building, sits on a State Street landmark in downtown Chicago’s Loop. It was officially renamed Macy’s of State Street in 2006, and is now one of Macy’s four flagship stores.

The purchase, however, did not end Potter Palmer’s association with the company. In 1868, Palmer convinced Field and Leiter to lease him a new six-story building[5] he had just constructed on the northeast corner of State and Washington Streets. The store was soon referred to as the «Marble Palace» because of its luxurious cladding.

In 1892, the buildings between the 1879 building at State Street and Wabash Avenue to the east were demolished, and the famous and influential architect Daniel H. Burnham, (1846-1912), and his firm DH Burnham & Company were commissioned to erect a new building in anticipation of the influx of visitors to the World’s Columbian Exposition scheduled for 1893. The nine-story «Annex» on the northwest corner of Wabash and Washington Streets opened under the direction of Burnham associate Charles B. Atwood (1849-1895),[8] in August 1893, toward the end of the Exposition. In 1897, the old 1879 store was rebuilt and two additional floors were added, while on November 26, the first of the iconic Marshall Field’s Grand Clocks was installed at the corner of State and Washington Streets.[9] The first of the iconic Marshall Field’s Grand Clocks was installed on November 26.
