Carlos Penedo se licenció en Ciencias Químicas por la Universidad de Santiago de Compostela y obtuvo su máster (1993) y su doctorado (1998) en Fotofísica por la misma universidad. Realizó una investigación postdoctoral con el profesor J. M. Kelly en el Trinity College de Dublín y con D. Lilley en la Universidad de Dundee. Desde 2008, dirige el Laboratorio de Biofísica y Dinámica Biomolecular del Complejo de Investigación de Ciencias Biomédicas de la Universidad de St. Andrews, un centro de investigación multidisciplinar en la interfaz de la química, la biología, la física y la medicina. La Universidad de Abertay (en gaélico escocés: Oilthigh Obar Thatha [ˈɔlhɪj ˈopəɾ ˈha.ə]), anteriormente la Universidad de Abertay Dundee, es una de las dos universidades públicas de la ciudad de Dundee, Escocia. En 1872, Sir David Baxter, 1er Baronet de Kilmaron, dejó un legado para la creación de un instituto de mecánica en Dundee y en 1888 se creó el Instituto Tecnológico de Dundee. Ya en 1902 fue reconocido por el Departamento de Educación de Escocia como centro educativo, y fue uno de los primeros en ser designado como institución central, algo así como una «universidad industrial». Abertay obtuvo el estatus de universidad en 1994.
